Local language preference storage

When a user manually selects a language, the site may store the functional ecPreferredLanguage key in browser localStorage. It is used only to remember the selected language edition and is not used for advertising, profiling or social scoring. The technical ecGeoCountryV1 cache may temporarily store the country code used for automatic language selection, with an application expiry of seven days.
